Contain the commercial exposure first
When clicks or impressions surge without a credible audience event, pause the affected acquisition source, placement, or campaign path. If the scope is uncertain, disable ads on the affected pages or traffic segment while preserving the rest of the site. Do not click live ads to test them, ask readers to reproduce clicks, or buy replacement traffic. Invalid activity can be intentional, automated, repeated, or accidental; intent is not required for the traffic to be unusable.
Record the first alert time, who made the decision, which code or account was paused, and the last known normal period. Keep an unedited copy of provider notifications and dashboard exports. Containment is not an admission of fraud. It is a reversible step that limits disputed billable activity while the publisher finds the narrowest supported cause.

Preserve ordinary evidence and its limits
Save server and CDN logs under the site's existing retention and privacy rules; do not begin collecting invasive identifiers simply because an alert arrived. Preserve ad-unit, URL, timestamp, referrer where legitimately available, coarse geography, user agent, response status, campaign source tags, deployment history, and traffic-acquisition invoices. Hash or otherwise version exported files so later filtering does not replace the originals.
Create a reason-coded table rather than a list of suspicious IP addresses. Useful categories include self-test, known crawler, sudden referral burst, repeated request pattern, placement-caused accidental click risk, paid-source anomaly, and unknown. A basic publisher log cannot identify sophisticated invalid traffic with certainty. Describe anomalies and mitigations; leave provider detection logic and accreditation claims to qualified systems.

Test changes against the event ladder
Compare content sessions, ad requests, renders, clicks, and advertiser landings for the same time window. An eightfold click jump without a similar change in content sessions points to a different problem than an eightfold referral surge. Review recent layout, sticky-unit, refresh, redirect, acquisition, bot-rule, and tag changes. Reproduce placement behavior with provider-approved preview or review tools rather than interacting with live ads.
Write each theory with confirming and disconfirming evidence. If a mobile overlay moved the close control over an ad, a rollback and device test can support accidental-click risk. If one purchased source caused the change, end that source and retain the agreement and invoice. Do not tune behavior to evade a detector, rotate accounts, mask referrers, or manufacture clean-looking traffic. Those actions worsen the incident and corrupt the record.

Use the provider's current review route
Read the exact notice. A warning, serving limit, site action, suspension, and account closure may have different review options. Google states that an AdSense suspension itself is not appealable, while its support flow identifies review routes for other enforcement states. Do not promise reinstatement. Use only the path named in the current provider notice or official support documentation, and keep the case identifier with the evidence packet.
A concise submission should state the affected dates and properties, the traffic or implementation cause if known, what was stopped, what was changed, how the change was tested, and what monitoring now exists. Separate observed facts from hypotheses. Do not flood support with duplicate cases. If no appeal is offered, keep monetization paused as required and review the contract and business impact with appropriate professional help.

Restart in a narrower state
When serving is permitted again, restore one clean traffic source and one known placement first. Watch the same event-rung table used in diagnosis. Illustrative recovery gate: three ordinary operating days with no recurrence of the abnormal source concentration and no placement defect before widening traffic. The duration should reflect actual volume; three quiet low-traffic days do not prove resolution.
Close the incident with affected revenue still labeled estimated until the provider finalizes it. Record the owner, preventive control, next review trigger, and evidence-retention end date. Share findings with sales or sponsors only to the degree the agreement and incident require. The objective is a defensible response and safer system, not a public accusation about traffic the publisher cannot independently classify.
