The revenue mechanism

In 2011, Till Faida, Wladimir Palant and Tim Schumacher founded eyeo as the business side of Adblock Plus, and that same year the company started the Acceptable Ads program, according to eyeo's own published company history. Rather than blocking every ad a filter list could detect, Acceptable Ads let ads through by default to Adblock Plus users if they met defined criteria for distinction from content and for size, with the criteria later refined through 2012 and beyond. The mechanism turned ad blocking into a negotiated exception system: a publisher, ad network or ad-tech provider could apply to have qualifying ads allowlisted, and eyeo has said participation is free for the large majority of applicants while larger entities pay a fee for the service, a business model that let a company built on blocking ads also collect revenue tied to letting some through.

What the documents show

eyeo's own company history page dates both the firm's founding and the Acceptable Ads program's start to 2011, and separately states the original criteria were developed the following year in collaboration with the Adblock Plus community. The Acceptable Ads Committee's own history page adds that eyeo handed the criteria over to an independently governed Committee in 2017, later expanding into mobile criteria in 2018 and video-ad criteria from 2019. eyeo's current published standard, as retrieved 16 September 2026, sets detailed limits on ad size as a share of visible page space and lists format types, such as pop-ups and autoplay-sound ads, that remain excluded outright, a considerably more detailed document than eyeo's own history suggests the original 2011 or 2012 criteria were.

The assumptions exposed

The standard a publisher reads today is the product of a 2017 governance handover and multiple later expansions, not the same document that applied when the program launched in 2011; a source that cites today's size thresholds as though they always applied is misdating the standard's history. eyeo's own pages do not disclose the exact criteria in force at launch, so this record cannot state precisely how the original 2011-2012 rules differed from today's in specific numeric terms. The claim that participation is free for most applicants is eyeo's own characterization of its fee structure, not an independently audited breakdown of who pays and how much.
